In most cases, firmware files contain L2TP feature in the firmware itself, but some legacy models like A2004NS, was not able to put in the firmware due to a lack of flash storage size. So it is necessary to install pakage in DRAM. But after rebooting router, the contents of DRAM are deleted, so a reinstallation process is required every time. Since A2004NS firmware could not include the vpn feature, you'll need to contact your ISP to determine if the network firewall blocking download files from overseas. Or conisider to buy newest models like A9004M, A8004NS-M, A8NS-M, A6004NS-M, A6NS-M, A3004NS-M that contain L2TP feature in the firmware itself.
